It is hereby declared that the joint development authority shall function in Carroll
County, Douglas County, Haralson County, Heard County, Paulding County, Polk County
and Troup County. Such authority, shall be amended to be known as the "Joint Development
Authority of Carroll County, Douglas County, Haralson County, Heard County, Paulding
County, Polk County and Troup County.
