The Paulding County Board of Commissioners hereby determines that it is in the best
interest of the citizens of Paulding County to create a joint development authority
with Douglas County, as such joint authority is defined in the development authorities
law, O.C.G.A. § 36-62-1 et. al., for the purpose of developing and promoting for the
public good and general welfare, trade, commerce, industry and employment opportunities
in Paulding and Douglas Counties, thereby promoting the general welfare of the citizens
of each county.
